The local economy, county by county

DeSoto County

DeSoto County is in Florida’s Heartland. Arcadia is the county seat and the only incorporated city. Its historic downtown along Oak Street is the main commercial center.

Agriculture drives the local economy. Cattle ranching and citrus are the biggest parts of it, and Peace River Citrus Products runs a large juice processing plant here. Healthcare, government, retail, and distribution also employ many people. U.S. 17, State Road 70, and State Road 31 are the main business corridors. Businesses here tend to hold farmland, livestock, farm and processing equipment, trucks, and seasonal crop inventory more than large receivables.

Manatee County

Manatee County is on Florida’s Gulf Coast. Bradenton is the county seat and main business center. Other cities include Palmetto, Anna Maria, Bradenton Beach, Holmes Beach, and part of Longboat Key. Lakewood Ranch, a large planned community, spans the Manatee–Sarasota line.

Key industries include healthcare, retail, construction, tourism, professional services, and manufacturing. SeaPort Manatee in Palmetto handles bulk, container, lumber, and fuel cargo and has a foreign trade zone. That supports shipping, warehouse, and distribution businesses. Assets here include commercial real estate, equipment, inventory, and receivables.

Sarasota County

Sarasota County is on the Gulf Coast. The City of Sarasota is the county seat, and downtown Sarasota is its business core. North Port is the county’s largest city. Venice and part of Longboat Key are also in the county.

Healthcare is a major employer, led by Sarasota Memorial Health Care System. Manufacturing is also strong. Local makers include PGT Innovations, which builds storm-resistant windows and doors, and Sun Hydraulics, which makes hydraulic valves. Tourism, financial services, insurance, technology, retail, and construction round out the economy. New home building is active in Lakewood Ranch and North Port. Businesses here often hold commercial real estate, equipment, inventory, and receivables. Many operate through more than one company, so the business that owes the debt may not be the one that owns the assets.

The circuit’s official site is the Twelfth Judicial Circuit. Appeals go to the Second District Court of Appeal.

What creditors should know here

  • County civil cases in all three counties must be assigned to a complex, general, or streamlined track within 120 days of filing.
  • As of April 2026, every civil summons issued in the circuit carries county-specific legal-aid and lawyer referral language. Expect to see it on your summonses.
  • Florida sends a money claim to court by size. Small claims cover up to $8,000. County court handles claims up to $50,000. Circuit court takes claims over $50,000. Filing is electronic through the statewide Florida Courts E-Filing Portal.
